Constructing the safety and security city is another innovation of safety control in the last three years. It needs comprehensive and systematic effort to construct the safety and security city. There are a number of large and mediumsized cities which have carried out the plan. In this paper, a preliminary exploration for the meaning and contents of the safety and security city, urban safety planning method, and the index system of safety and security city was conducted, and the composition of the index system of safety and security of urban safety plan and the main index calculation method was focused. The results had the important significance to the construction of safety and security city, scientific evaluation of city security state.
